I can give you my modest opinion.
As you know,

I do not use software that Auto-Follow or Auto-Flush users,
I do it manually, I just use “Tweepi” or Twitter Karma…
It is truth that a lot of Followers is good,
but it is also truth that is better quality than quantity,
I mean it is better more people related to your business, than
a lot more of people not even involved to your niche…
It is like the traffic concept applied to a website : you should find users related to your market.
